Safe travels this Fourth of July weekend!

According to the AAA Newsroom, the number of Americans traveling this Fourth of July holiday weekend will increase 17.1 percent from 2009, with approximately 34.9 million travelers taking a trip at least 50 miles away from home. Last year, 29.8 million Americans traveled during the same period.

Kentucky’s E-warrants functionality enhanced

The OPS team is in the process of adding an E-Warrants enhancement to add Emergency Protective Order and Domestic Violence Order functionality. This will require an enhancement to the E-Warrants application and enhancements to our interfaces with Computer Projects of Illinois (CPI) and Administrative Office of the Courts (AOC).
After implementation of this functionality, the creation and processing of Emergency Protections Order (and corresponding criminal complaints) will be completed more efficiently and accurately. After the EPO is processed and approved by the Judge, an entry will be auto-inserted into a criminal justice system that all KY law enforcement personnel access on criminal and traffic stops. This will enable improved service rates on Emergency Protective Orders. Upon Service of the EPO (and possibly a warrant), the perpetrator will be required to appear in front of a Judge and possibly face jail time.
Ultimately, the E-Warrants application enhancement will improve the safety of individual who have been victims of Domestic Violence.
This project was funded by the Louisville Metro Criminal Justice Commission.

NE Warrants wins Best of Kentucky Award

OPS's NE-Warrants is an award winning application!
The Best of Kentucky Technology Awards were recently presented at the Kentucky Digital Government Summit in Frankfort, Kentucky. The event is designed for state and local government personnel to foster discussion and dialogue about state and local government using IT as a strategic tool for managers, executives and policy makers. Attendees were able to see the latest in digital government solutions, keep abreast of current policy issues and network with key government executives, technologists and industry specialists.
The summit recognized outstanding individuals and programs that have made information technology contributions to the public sector. OPS’s E-Warrants Applicationwas awarded the Best IT Collaboration Among Organizations. The award is given to individuals and/or organizations that have demonstrated special efforts to facilitate inter-organizational technology projects, governance initiatives, data share initiatives and/or integration initiatives that lead to or facilitate greater cooperation between organizations, government agencies or business units.
The E-Warrants project involved the Kentucky State Police (KSP), the Kentucky Office of Homeland Security (KOHS), the Administrative Office of the Courts (AOC) and the Office of the Attorney General. During the roll out, there were more than 110 local agencies—including county attorneys, court clerks, judges, law enforcement agencies, jails and more—that were trained to use the system on a daily basis.
Presently, E-Warrants has more than 5,000 users in the six counties where it has been implemented.

OPS team is excited about July’s International Forum on Traffic Records & Highway Safety Information Systems in New Orleans!

OPS is excited about the 36th International Forum on Traffic Records & Highway Safety Information Systems from July 25th through 28th in New Orleans. The Forum brings together federal, local and state officials from all states, territories and other countries. The conference not only covers the core components of a traffic records system – roadway, crash, driver license, vehicle registration, citation and adjudication, injury and medical care – but also covers the building of systems, management and analysis of data, data standards, special vehicles, GIS/GPS, electronic data capture and use. Additionally the Forum is not just about the data but how best to use the data in formulating sound safety decisions. This event is more than attending lectures – it is an opportunity to learn what is happening in Washington DC, to network with peers and across disciplines, to share best practices, to learn about new technologies and resources and meet with vendors to discuss current and future products.
The 2010 Forum has been structured to provide valuable information to professionals from a wide range of transportation and highway safety areas, including:
- Highway traffic safety managers
- Engineers
- Law enforcement professionals
- Health, injury control, emergency, and other medical professionals
- Driver licensing and motor vehicle registration professionals
- Traffic safety analysis researchers and planners
- Data system managers and strategic planners

OPS to interface criminal arrest records with court case management system

The OPS team is excited about a new project with the Indiana State Police. OPS will work with the Judicial Technology Automation Committee (JTAC) to interface the Indiana State Police’s statewide Criminal Records System with JTAC’s Court Case Management System. The interface will update criminal arrest records provided by police agencies with the final disposition of the case (guilty, not guilty, etc.).
OPS to present at Annual Purdue Road School

Open Portal Solutions will present the ARIES web portal to traffic safety professionals from around the state at the 96th Annual Purdue Road School today.
The presentation will include a demonstration of the NE Crash point and click mapping function of a collision location.
Held at Purdue since 1914, Purdue Road School consistently attracts well over 1,000 Indiana local and state officials, consultants and suppliers each year. Important updates on pertinent transportation issues, as well as sessions on topics of general interest, are provided in the two-day conference.
NE Warrants contributes to offender arrests

When looking for an easy-to-use, streamlined system for receiving, filing and serving warrants, Kentucky turned to Open Portal Solution’s NE Warrants program. Like all states, they had faced years of time-intensive process prone to redundancies and inaccuracies.
Known as E-Warrants in Kentucky, the NE Warrants program is a robust electronic forms application for the judicial system. Requests for warrants, summons can be submitted electronically. Because NE Warrants is a web based program, judges can use it to review and approve requests on their laptops or PDAs at their convenience. Once a request has been approved, NE Warrants sends out notification to all law enforcement agencies in the state. (The information is also linked to the NCIC.) All warrants are available to agencies instantaneously.
Kentucky public safety officials have been very pleased with this system because it has greatly increased the number of warrants that are actually served, instead of sitting in files. In addition to keeping up with current-day warrants, they have been able to serve 30% of their back filed warrants.
In Kentucky, more than 82% of the Criminal Complaints that become Warrants of Arrest are being served–and the offender is arrested–using the the OPS E-Warrants application. Prior to E-Warrants, it was estimated that less than 6% of the warrants were served.
OPS is doing exciting work with the Kentucky State Police

The OPS team is currently working with the Kentucky State Police (KSP) on two active projects.
The first project will enable the Kentucky State Police to generate collision and citation data files and extracts to federal and state organization that adhere to the latest version of National Information Exchange Model (NIEM). This will place the Commonwealth of Kentucky in a leadership position related to adherence of the NIEM data sharing standard.
The second project is related to the existing KSP Carry Concealed Deadly Weapons application. Intelligent Document Management Solutions will deliver additional functionality in the CCDW application to systematically update National Crime Information Center (NCIC) related to background checks or charges that have been validated and are considered to be federal disqualifiers. Upon the KSP Carry Concealed Deadly Weapons application updating NCIC, the National Instant Criminal Background Check System check will return the Kentucky charge as a disqualifier. This will prevent the individual with the Kentucky federal disqualifier from buying a gun anywhere in the United States.

State of Indiana awarded NHTSA Region 5 Excellence in Highway Safety Award

Open Portal Solutions congratulates the State of Indiana for being awarded the 2009 NHTSA Region 5 Excellence in Highway Safety Award. The honor is presented for extraordinary efforts to advance traffic records systems.
The standardization of input and the immediate feedback featured in Open Portal Solution’s NE Web Portal (ARIES) has contributed to complete, accurate and timely data being available to all traffic safety partners. Access to reports and statistics is provided to INDOT, ICJI, BMV and local metropolitan planning organizations.
In 2009, 99.3% of all crash reports were electronically submitted to the Indiana State Police using the NE Crash application.
